
Located in beautiful Victoria, British Columbia, the Capital Regional District has the following employment opportunity available to join our Environment Sustainability team.
ENVIRONMENTAL SCIENCE OFFICER
Under general supervision of the Cross Connection Control Officer (ESO 4), this position involves inspection of business sites, permit management, permit enforcement and provision of specialist, technical, outreach and research services primarily to the Regional Source Control program (RSCP). This position also involves duties associated with other outreach, scientific, regulatory and technical projects and programs within Environmental Partnerships and other Environmental Sustainability Divisions.
DUTIES & RESPONSIBILITIES:

Prepares and oversees waste discharge permits and authorizations.

Conducts business and industry site inspections and investigations regarding sewer use bylaw compliance.

Performs research related to industrial practises and wastewater pre-treatment processes.

Liaises with site operators, managers, government agency representatives and the general public regarding complaints, permits, authorizations, codes of practise and other aspects of the RSCP.

Undertakes permit enforcement actions in accordance with the RSCP enforcement policy.

Investigates complaints and reports regarding discharges of contaminants into CRD collection systems and treatment facilities.

Provides inspection, audit and/or reporting services to the Cross Connection and Control program, the Demand Management program and the Stormwater Harbours and Watersheds program.

Provides technical services to other Environmental Sustainability projects or programs as required, including inspections, research, preparation of reports and liaison with business operators, managers, government agency representatives and the general public.

Provides outreach and guidance to business operators, managers, and contractors regarding practices and equipment required for bylaw compliance.

Identifies opportunities to develop outreach initiatives that will build partnerships and educate clients on the importance of program goals as well as division and department objectives.

Performs spreadsheet preparation, contaminant load calculations data entry and record keeping.

Prepares memos, compliance letters, technical reports and provides input to staff and annual reports.

Reviews monitoring data and data reports for compliance.

Performs check of data entry and QA/QC.

Provides work guidance for environmental technicians.

Provides solid and liquid waste sampling support.

Follows all policies, procedures and standards of the CRD Performs other related duties as required.
QUALIFICATIONS:
-
A university degree in environmental engineering, chemistry, environmental studies or other related discipline which includes course work in chemistry with five (5) years’ relevant work experience; or a diploma from a technical institute in environmental science, chemistry, water quality technology or pollution control plus eight (8) years’ relevant work experience. Completion of course work in environmental law, legal process or bylaw enforcement would be advantageous.

Excellent communication (verbal and written), interpersonal and customer service skills are required.

Experience in working with managers and operators of businesses/institutions, municipal staff and members of the general public regarding environmental regulations, source control, cross-connection control, demand management or environmental education.

Experience in securing facts through investigation, inspection and research.

Experience with interpretation of chemical analytical data.

Experience in directing the work of technical staff.

Working knowledge of environmental regulations at the federal, provincial, regional and municipal level.

Ability to interpret and explain regulations, policies and bylaws applicable to source control, cross connection control or demand management.

Sound knowledge of municipal water and wastewater infrastructure, common liquid waste contaminants, pollution prevention techniques, wastewater pre-treatment methods, sampling, analytical techniques and safety procedures.

Proficiency and experience with word processing (MS Word), spreadsheet (MS Excel), presentation (MS PowerPoint), database (MS Access) and website software.

Excellent organizational skills.

Ability to establish and maintain constructive working relationships and deal tactfully, firmly and fairly with representatives of businesses, institutions and the public.

Experience in the preparation of clear, concise technical reports.

Ability to work as part of a team, respond to broad direction, use initiative and innovation, use sound professional judgement and produce results with a minimum of supervision.

Ability to use considerable independence of judgment and action in applying technical knowledge and environmental regulations is required.

Must possess a valid BC Driver’s Licence.
