Reporting to the Deputy Director - Engineering, this exempt position develops, implements and monitors a comprehensive Occupational Health & Safety Program for the Engineering and Parks Operations Departments. Conducts field inspections; orders work stoppages when required; investigates accidents and implements preventative measures. Coordinates with Manager, Occupations Health and Safety on corporate programs related to safety. Acts as a liaison with Work Safe BC and other government agencies; gathers, prepares and presents evidence at Work Safe BC claims appeal and penalty assessment hearings and for variance applications; keeps department management informed of new regulations, standards and practices. Coordinates and maintains the City’s drivers and operators and safety related training programs. Monitors security procedures, services and equipment, and implements safeguards and controls; assists the Department in responding to major security alarms and civic emergencies. Conducts and reports on investigations regarding safety and security matters. Prepares and maintains policy manuals, reports, training materials and other records. Performs related duties as required. Conducts workplace accident investigations and prepares reports recommending mitigative measures and follow-up actions. Supervises and directs the work of the Works Yard First Aid Attendant. Investigates Works Yard security related matters and identifies and implements solutions.
Job Requirements:
Completion of Grade 12 supplemented by safety and training courses related to the work and preferably a diploma in Occupational Health & Safety, plus considerable related experience preferably in construction and municipal engineering operations OR an equivalent combination of education and experience. Ability to plan, develop and implement safety policies, procedures and training programs in compliance with Work Safe BC and other legislative requirements. Ability to conduct training and testing programs. Ability to conduct and coordinate field inspections. Ability to establish and maintain effective working relationships with internal and external contacts and to communicate effectively orally and in writing. Valid Class 5 B.C. Drivers License.
